Android 4.4 and higher provide an additional method of card emulation that doesn't involve a secure element, called host-based card emulation. This allows any Android application to emulate a card and talk directly to the NFC reader.With host-based card emulation (HCE) in Android 4.4 you can only emulate the ISO/IEC 14443-4 protocol. More specifically you can only emulate application structures according to ISO/IEC 7816-4 (thus card emulation applications need to be selected though an AID). The phone can emulate certain chip cards in secure element, but it is a bit difficult procedure and is not available through the normal SDK (See e.g. here or here). Note that the main problem there is not missing Android support, but the security procedure behind accessing the secure element.
