SWR ticket offices use a tablet-based ticket issuing system which is capable of issue of tickets onto smartcards. However, issue of tickets onto smartcards has not been enabled, and ticket office staff have not been trained in smartcard procedures.
I had an annual season on an SWR smart card for a couple of years and never had an issue at Oyster-enabled gates in London. The problems were generally with the standalone card readers outside London, which rejected the smartcard at intermediate stations. Officially you are only eligible for the TOC priv card after one month's service but your card may arrive earlier or later than that.
